pod2man(1p), as already mentioned, or help2man(1) for some cases. The
latter is in the help2man package.

You can use pod and convert it to a man page later with pod2man.
Pod is pretty easy to learn. See perlpod(1).

Most of us use text editors to write man pages. While I won't say that it
_couldn't_ be done with troff, I certainly don't know how.
