Solution: the format given in the example config file in /etc/dhcpc seems to

Thanks for all the help. For the moment, I have linked
/etc/resolv.conf to /etc/dhcpcd/resolv.conf. It is a kludgy situation
and I will probably look into other dhcp client packages, but for now
it works.

I have never got dhcpcd to work with 2.2.x kernels.
I did manage to get dhcpcd-sv to work, and that's included
in the dhcpcd package. But I decided to use the dhclient package,
since it actually tells me what it's doing, and has never failed
to get me an IP from the DHCP Server my ISP uses.

You should be able to put your mac address, ifconfig should list it as
HWaddr, into the configuration file. This way it will give you an ip
address based on your ethernet cards mac address. It should be the same
in both operating systems.

Dhcpcd sends an IP release message to the server on normal shutdown. This
causes my ip to change. Try shutting it down with a kill -9. Also, you
may have luck with the -r option getting you connected faster.

You can still use lilo with a very short timeout value with win95 the
default. lilo will just flash on the screen briefly.
You could use a multi-config setup in the win95 partition which I believe,
it's been a long time, can be transparent to the user.
The only warning I would give you is that
