I think you may be suffering from what I've come across lately: the modem gets stuffed up if the serial port baud rate is too high. Try setting the port speed (use pppconfig) down to 56700 instead of 115200, and I think you may find things start to work better for you. (worked here...) As for conf

apt-get install hdparm but, i kinda doubt that it is a latency problem on the hard drives. i'm guessing your connection to the mirror you have selected in your sources.list is just poor. try another mirror closer to you. just a suggestion, but the slowest drive i've ever seen was .89 megs a se
