debootstarping debian from partial local repo

Greetings, I need to debootstarping debian on my server but there is one catch, I need to do it offline. I'm unable to find a good tutorial on how to configure the local repo for that to work and I was wondering if there is one that anyone can recommend. Thanks, Dagg
