Update: Forgot that Chromium was running full screen. Doh! Changing Cinnamon > System Settings > Themes from Bluebird Window borders theme to "Default" Window borders theme works with Nemo, etc. And then changing Controls theme from Green Laguna to Adwaita makes Gnome program windows "behave". Ug
