No PINE debian package?

telnet and ftp login is slow between local machines

I have set up a little test network if I try and telnet or ftp into my other Linux machine it takes like 2 minutes to get the login screen after it establishes an ftp or telnet session. After I get logged in it is fast. Is there something I can do to speed up the log in time. Thanks, Keith [E
