Linux kernel 5.10 (or 5.4) with Debian Buster

I'm currently using Debian Buster on an embedded system (ARM) and am currently using an older 4.4 kernel. I need to upgrade to later version to support a new Ethernet Phy device (KSZ9131). Kernel 4.19 is the default for Buster, but it doesn't seem to have the KSZ9131 support.  I have cherry-
