I've prepared a patch (test_mpi_conditional) to skip the 2 MPI test.
I'm making it conditional to skip only on mipsel and powerpc, on the
grounds that it's useful feedback

A workaround for openmpi has now been applied (1.10.2-12+b1) enabling
petsc to build on mips64el (and mips).
But the petsc build still fails on mipsel.
