Approval for changes in request-tracker3.8 sought

Hello, I have a straightforward to fix RC bug in request-tracker3.8 (#602570) which is ready to upload (diff attached). I've reviewed other open bugs on this package and one stands out as being easy to fix and with a low risk of regressions (although it's only severity normal):
