A new version of netpbm-free was recently uploaded to unstable which replaced the libnetpbm9, libnetpbm9-dev, libnetpbm10 and libnetpbm10-dev packages with libnetpbm11 and libnetpbm11-dev packages. I could not find any evidence of an attempt to coordinate this transition with the release team, no
