I would like to upload libetpan 1.0 to unstable (it is already in
experimental), to have it released with squeeze.
That will cause soname change, libetpan13 -> libetpan15.
Reverse-dependences are etpan-ng, claws-mail, and cairo-dock-plugins
Is it ok to do that now?

The only difference between 0.54-3 and 0.54-4 is an one-line fix for a bug
#498790.
That bug causes crash of programs that use the library (normally, mail
cleints).
Fix is suggested by bug reporter, and is approved by library upstream

Policy 3.8.0 requires packages that use any patch systems to provide
README.source file.
In case of packages using dpatch, good way to provide that information is
to reference /usr/share/doc/dpatch/README.source.gz file provided by
dpatch package.

debian (etpan-ng and sylpheed-claws-gtk2).
Recently upstream released a new version, libetpan 0.48, that changed
soname.
