Bin-NMUs break multiarch co-installability, so we always end up with a
somewhat random set of packages+architectures in a release which would
be co-installable, except that some arches got binNMUed so they aren't.

For some reason the build on mips64el missed slepc and scotch. I
suspect the failure was related to the PIE settings on dpkg/gcc, now
fixed.
PETSc 3.7.5 is now built on powerpc and sparc64.
