I have the same problem with kwin 4:5.21.5-2 in testing
I use the 4:5.23.0-2 98 from sid.
Need to add some dependency (plasma ) from sid.
System not fully fonctional, mais usable

When in the system tray I click on the network manager, choose an openvpn
connection, and tell it to connect it shows me: "Missing VPN plugin".
network-manager-openvpn is installed and it's been working sinc
I've forgot to mention. I'm using a password protected key file. So
network-manager needs to ask me for the password.

I can confirm this. Upgrade of KDE on testing is totally broken at the moment.
