i can confirm this bug.
install debian testing with kde and go to system settings ->
"anwendungsstil" -> window decoration. it is set on plastik and not on
breeze.
I tested this in a freshly installed debian testing kvm machine.

introduced by me, when I was fixing the Debian packages.
This means the packages in Debian have the additional patches backported
already.
