I think the KDE Theme Manager (Preferences | Look & Feel | Theme Manager)
is still broken. It was reported in bug 203863 which is marked as fixed
and closed.
The error message is:
Theme does not contain a .themerc nor a .theme file.

This bug can be worked around by editing the file
/etc/fonts/local.conf, which for some reason disables bitmap fonts (I
have no idea why or for what application, let alone how users are
supposed to know this; I found it in another konsole bug report).
