Both packages include the same library, so it should be possible for
libqt-perl to build depend on libsmokeqt1 libsmokeqt-dev (libsmokeqt1,
because libsmokeqt-dev doesn't depend on it), and use that library
instead of including it's own copy. Going this way, the libqt-perl
configure ends up with:
Package: libsmokeqt-dev
Version: 4:3.2.3-1
Severity: serious
Tags: patch
libsmokeqt-dev depends on libsmokeqt1, but doesn't have a
dependency. Patch: Add it.

Not really only'XRender Blend' is working now, but selected icons still
look pretty bad: http://wieland.homelinux.org/bug_selected_icons.png ;
unstable-kde works fine.

Yes, I can confirm this works. The problem was in an outdated
documentation.

konqueror no longer displays thumbnails of JPEGs for me.
Other file types, including PNG and MPEG, GIF still work.
I've checked the following things so far:
* I'm using 'icon view'
* View->Previews->Show previews is on
* View->Previews->Images is ticked
