Change the "Recommends" to a "Suggests" in order to comply with policy.
All the packages I maintain are now at version 3.1.5. Also, m68k finally
built qt-x11-free but has not uploaded it yet. Hopefully m68k will catch
up faster now that the remaining packages can built simultaneously (there
are multiple m68k buildds).
