I can confirm this on a fairly recent Debian Sid installation (apart from the
kernel). As this bug is 2 months old and received no reaction nor confirmation,
I thought bumping the issue is valid...

Hi,
ksnapshot would be even better if the user could configure keyboard
shortcuts for different actions.
For example, I'd like to be able to configure the shortcut
++ to make a screenshot
I found out the reason and a workaround to fix it, but I think it's a bug
nonetheless:
gnupg-agent isn't run at kde runtime, maybe because it's considered to be
too unstable?
I resolved the issue by following the howto at
"http://kmail.kde.org/kmail-pgpmime-howto.html";.
