I expect that this will not be fixed upstream until the Qt
Modularization kicks in where the Qt tools are in a separate source package.
As a short term workaround you could:
Build (but not package) QtWebkit in qt4-x11 and make qt4-dev-tools
manually depend on libqtwebkit4.

Hi.
Looks like this bug migrated to testing.
In my opinion is does strong affect qt4 assistant usability, so
changing severity to important (it is quite difficult to use assistant
when all pages lack proper CSS formatting).
