Hi,
I don't think that it will be practical to add UTF-8 support to
banner. it's currently using a hard coded characters.
Therefor for now I tag this bug wontfix.

sysvbanner already puts a
program in /usr/bin/banner. Second is that sysvbanner is an older
package than bsdmainutils.

wx is built with opengl support. I don't think it's currently built
