LOCALE_CHARSET is nowadays enabled by default, so at least this part
of the re
configure stage (which requires samba to be configured first).
Being activated, the old initscripts causes insserv to error out.
The recently added Breaks in samba is not sufficient to fix this.
This is especially a problem for wheezy->jessie upgrades since jessie
has no qtsmbstatus-server package.
attached patch fixes the problematic upgrade paths,
but I don't intend to NMU samba.
