Further information:
1. I can enter national characters _only_ in kdm (in mean of kde apps) in the
time of logging.
2. National chars don't work for all users.
3. Removing ~/.kde and installing kde again didn't solve the problem.
IMHO it can be problem with binaries or system-wide settings

that I have tried. It works when used on a console. I made some changes
that get it to properly display in an xterm.
