Yes it's the same problem, as is 48184 (already filed against libc).
It is possible to work around it in each application, but it is far better to have localtime() check to see if the timezone has changed on each call - at the cost of some small overhead.

this is a problem in libc6 and should be fixed there. Does it make sense
