The library uses the locale which the calling program has initialized.
That is normally done with setlocale:
setlocale(LC_ALL, "");
If the locale is not initialized, the library assumes
Debian's rxvt flavors each set $TERM to "rxvt", etc.
The only relevant feature (the erasure controls) has been fixed in
Debian for several years.
There are no remaining issues (will close).
