Bug#513512: Work-around for xplc build problem

The same problem is seen in Ubuntu on a range of architectures including armel and sparc. The upstream source contains an aliasing related bug that can be worked around by setting -fno-strict-aliasing in CFLAGS and CXXFLAGS. The problem should also be fixed upstream. See https://bugs.launchpad.n
