As part of my effort to help in the QA Team (Thanks to Paul Wise for
heads up), I have been looking at the QA package uploads.
When preparing a QA upload would it be expected that the package be
brought up to scratch (copyright, rules etc)? I know for NMU's the rule
is no invasive changes.

We don't currently maintain e16-related packages, so don't really have anything
to say :).
You might to see that with ljlane, the e16 maintainer.

an QA upload and let my sponsor upload it.

I was just working through QA procedures with my NM applicant, and I
realised that it's not immediately obvious what the standards are for making
a QA upload. A quick flick through the list archives with google didn't
reveal anything particularly enlightening, and none of the links at
qa.debian.or

I've prepared QA upload for xmake and dxpc and search sponsors for
them.
They do not fix RC bugs but introduce minor new upstream versions,
set maintainer to QA Group and do some cleanup. dxpc is moved
from non-free to main.
