Yes, some packaging systems work in this way (dbs, ...). Just apt-get
source the package to have an idea :)

As say in the title it would be nice to have a column with upstream version in
the developep.php page (base on the debian/watch files as for the PTS webpages
for packages). It could be a nice way to see which packages need an update :)

No, upstream tag is for saying that the bug is due to the software and
not the package. But nothing about if it's fixed or not ...
I think that adding a such tag is a good idea.
