Is this fixable or just a temporary server issue?

versions are using httpredir.d.o, which always gives 40x errors for those
package versions. Example: https://tracker.debian.org/pkg/claws-mail

Is it possible to also search just for "changelog"?
Or does this change means that gbp is the only allowed system to
maintain packages with git? (I hope not ;-P)

You can be the maintainer, some DD has to upload it, see

There's another co-maintainer of haproxy, which is a developer (acornet).

The situations you describe already grant very likely you have received
an RC bug mail describing the problem. You already know an RC bug will
prevent your package from migrating, so another mail telling the obvious
is just useless IMO.
