debbugs blocked since 2018 but patch from Ubuntu seems to exist since 2018

Just a notice. I think debbugs is important, so thought send a message to debian-qa. Maybe debbugs can use some help. On the RC bug #903413 there is no responce from the debbugs team. There is no mention of the status on the team page last edited in 2018. https://wiki.debian.org/Teams/Debbugs
