A DEP for debian/upstream, with discussions on debian-qa@l.d.o ?

Dear all, In order to have a broader point of view on the debian/upstream file that we are using, especially about potential clashes with other uses, and for making sure that its syntax is broadly acceptable, I would like to finalise it as a Debian enhancement proposal (DEP), probably this summer.
