unification of IEEE's OUI data

Hi maintainers, I noticed that we have three copies of oui data (http://standards.ieee.org/regauth/oui/index.shtml) in the archive, it would be fine to remove the duplicates, thus introducing a oui-data package (not sure about the name) and depend/recommend/suggest on it. comments? thanks, filippo
