Status of tin and fetchmail packages

I've been asked to verify with Paul Haggart the status of the tin and fetchmail packages. Two days ago, fetchmail was handled to Chris Ball. Chris is currently undergoing the NM process, so I'll sponsor him. Paul will continue maintaining tin, and says that he has a new package about half-done.
