RFC/RFH: binNMUs for Python 2.6

We are expecting python-defaults (>= 2.6) to reach unstable very soon. I made a list of packages that will require binNMUs afterwards. The list was made using very rough methods and I don't really have time to P^Hpolish it. I would welcome if you inspected the list and tell me if it more-or-les
