Policy clarification for embebed interpreters

This seems common sense, but I'd rather be certain. Are packages embebeding python prohibited from shipping *.pyc and *.pyo files, as are other python packages? Python policy section 4 is not explicit about it, as it is for private modules. If yes, are violations of this to be considered RC bugs
