FWIW, I've tried and find a way to invoke the Django auto tests when
using debhelper and pybuild (i.e. running django-admin test in the build
dir).
I had noticed this mail describing the use of the 'custom' system and
--test-args, but it seems there's a better way :

I am the maintainer of the astropy package [1], and there the topic was
brought up what to do with header files for the C API [2]. The package
provides a C API for one sub-package, astropy.wcs. In the moment, its
header files are just installed under
/usr/share/pyshared/astropy/wcs/include/ (
