5% of Debian users we can always set it
to prio:standard and install it by default or integrate it into apt
so (basically) everyone gets it everywhere, but until then it is more
beneficial for you and us if we are not burdening ourselves with
making it work for everyone from day 1.

HTTP2 now – at least server/proxy implementors can't say pipelining is
too much state keeping to implement properly anymore. ;)

DEP sounds less distro-agnostic through with its additions of fields &
the usage of rfc822 and focuses more on getting right of metadata-packages
like app-install-data instead, so if this DEP is a stepping stone or a
distro-agnostic funeral is to be decided by the drivers…
