In worst case you could edit /etc/default/keyboard directly, and then
reboot to be sure that the changes take effect.

I don't remember any PowerPC Macs that wouldn't allow me to enter Open
Firmware. (The early beige series machines, G3 and below, sent the
output to serial port, not screen, by default. It was possible to
change once you got there.)
Some machines require accurate timing to get into Open Firmware. T
Try holding down the (also called ) key while booting. That may
give you a screen with various options for booting. One of them may be useful.

If the cd is stuck in the CD drive that's internal to your G4 you should be
able to boot to Open Firmware and use the following command at the OF prompt.
