Man doesn't seem to use cat versions of manpages

I've discovered that man doesn't seem to use the preformatted pages from the cat heirarchy in /var. It always goes back to the source and reformats. Man does diligently save the formatted pages in /var when exiting, however. Is this known behavior? Any suggestions? Regards, Randy
