Where does the idea of /etc/environment come from? Is this linuxish or
just debian? Isn't the "standard" (i.e. SVR4) thing to use /etc/profile
for Bourne-like shells and /etc/.login for Csh-like shells?

the proper line in /etc/login.defs. In this case, each line should have

stuff in /etc/profile.d; this can be used to set up stuff for Korn
sehll like shells.
Maybe extend it to have /etc/init.d/${SHELL}/ directories for
the less priviledged shells?
