I notice that mysql-server has the same situation; it creates or takes over
the 'mysql' group and user, in the mysql-server.preinst file.
(If I happened to have a user with that name before installing mysql-server,

I'm the prospective proposer. My first sentence was "I don't know
how important this is..." and
I don't know how important this is, but there's a de-facto
virtual package, ispell-dictionary, in use for quite some
time by the ispell and i* dictionary packages, but not
listed in
ftp://ftp.debian.org/debian/doc/package-developer/virtual-package-names-list.text
