I would like to move the dhelp sections of debian-policy and
packaging-manual to debian rather than programming, as they are
Debian-specific. Does anyone have any objections to this?

-policy in the next few weeks? It'll be based on Manoj's unreleased
4.0.0.0 together with more recent proposals, and I plan to number it
3.5.0.0.
