Debian's standard fltk1.1 packages already use --with-threads, and
have done so for ages, so you should have no problem building against
them; please let me know if that's not the case. (I'm frankly
surprised that the RPM builds take a different approach, but that's
not my problem. ;-)

What do we do about the issue that CinePaint needs FLTK built with
thread support?
If it turns out that this is not the case, and the maintainer thinks the
change is too invasive, there's the option to create a new alternative
FLTK package.
