Bug#999572: libcamera0 should include v4l2-compat.so

Package: libcamera0 Version: 0~git20211108+1b30992b623e-3 The /usr/lib/arm-linux-gnueabihf/v4l2-compat.so is a compatibility layer. You can use libcamera over v4l2 with it. It is in the libcamera-dev package, but it should be in this package, because it’s not for development only.
