Looking at this bug, I don't understand what exactly you're reporting.
libtheoraenc does depend on libtheoradec, so applications need to link
to both. This is declared in the pkg-config file:
$ pkg-config --libs theoraenc
-ltheoraenc -ltheoradec -logg
