How do I specify a dependancy like "depends on libfoo >= 0.1.18 but <=

I packaging new upstream versions of my packages and noticed that
dpkg-buildpackage is not generating the .changes file. Has anything about
dpkg-buildpackage changed?

dh_shlibdeps in my debian/rules seems to generate a dependency on a package
that is not even installed on my system.
% pwd
/u/thaths/local-build/gaspell/0.30/gaspell-0.30
% ldd ./gaspell | grep aspell
libaspell.so.8 => /usr/lib/libaspell.so.8 (0x40018000)
% dpkg --info ../gaspell_0.
