bzr is still network compatible back to 0.9 or so.
However, 2.0 changes the default format to the one introduced in 1.16;
users can choose to use an older format, which older bzr's will
access, but this comes with a performance penalty.

I assume you meant bzr as bazaar was removed from Debian after etch.
Sounds like NEWS.Debian is missing an entry about the incompatible
network changes, presumably those came in 2.0. You might want to file
a bug about that.
backports.org has bzr 2.0.3.
