That's a very general question which is generally answered in the ppp howto,
the net admin guide, to some degree in the serial howto and in the net3 howto.

debian-user. To answer the question, there are several HOWTO in the
docs packages. Also there is a faq-o-matic on www.debian.org. Also
poke around the ppp packages.
