The RSA patent was only valid in the USA, an oversight on RSA's part.
That's the difference. With Fraunhofer being a German company, they have
obtained patents in Europe as well as the USA.

rsync keyrings.debian.org::keyrings/keyrings/debian-keyring.gpg \
~/.gnupg/debian-keyring.gpg
was the formula I needed.
