Faw helped me to figure out what was wrong.
The (previously) undocumented trick (not at manpages) is that when using
--exclude argument, one MUST completely and explicitly list files to be
installed, and where to.
One must not use dh_install --autodest and or
devscript was not installed, or the package must be compiled
as root (my username is included at "src" group) and I use fakeroot.
Any suggestions?

Should I use dh_movefiles to exclude the file or it will install at another
undesired location?
