It is a c++ software. The .symbols file is
not that big, so I'm using it instead of shlibs.

I guess the all-dev is a superset of the all package, so you can remove it
2) rules:
export PYBUILD_NAME=libsass
should make both python-libsass.install and python3-libsass.
